SHRA
Subject to the North Carolina Human Resources Act (SHRA) positions are governed by the North Carolina Human Resources Act (N.C. General Statutes Chapter 126). Policies for SHRA employees are under the authority of the State Human Resources Commission and are administered by the Office of State Human Resources (OSHR). The exercises delegated authority for many SHRA policies as they apply to University employees and the UNC System constituent institutions.
The Classification and Compensation area maintains the Career Banding program for position classifications under the delegated authority of the UNC System Office and the Office of State Human Resources.
Career banding is the statewide classification and compensation system for SHRA employees that focuses on demonstrated competencies as required by the business need of the organization. Each position is placed in a specific classification and competency level based on the knowledge, skills, and abilities needed for the position.
Each classification for SHRA is broken down into one of three competencies:
- Contributing
- Journey
- Advanced
As competencies are developed through work experience, education, and training and are demonstrated (used) on the job, employees become eligible for salary adjustment consideration. Increases are subject to funding availability and must be based on documented business need.

EHRA
Exempt from the North Carolina Human Resources Act (EHRA) positions are largely exempted from coverage under the NC State Human Resources Act (G.S. 126-5). Polices for EHRA positions are under the authority of the University of North Carolina Board of Governors and are administered by the UNC System Office. EHRA positions fall under one of the following categories:
- Senior Academic and Administrative Officers (SAAO)
- Exempt Professional Staff (EPS)
- Faculty (Academic Affairs)
These are senior leadership and administrative positions responsible for the strategic direction and management of the University. Positions qualifying for designation as SAAOs are characterized by the following job titles at Ä¢¹½´«Ã½:
- Chancellor
- Executive vice chancellor
- Provost
All other EHRA positions are designated as Exempt Professional Staff (EPS).
Exempt Professional Staff (EPS) are categorized as positions that:
- Deliver the core-mission activities of the University by creating and sharing knowledge through direct instruction, research, and public service; or performing professional-level duties that are integral to and uniquely supportive of that work.
- Substantially engage in the regular academic, educational, research, or public-service/extension activities of the University.
- Require the exercise of professional expertise and discretion in determining the nature and content of the instructional-, educational-, research-, or public-service-related activities, and in evaluating the effectiveness of such activities, and/or involve significant and independent interaction with participants in the University’s instructional, educational, research, or public-service programs.
In addition, any employee classified as SHRA and exempt from FLSA (i.e., not eligible for overtime under the Fair Labor Standard Act) may choose to convert to an EHRA position.

These positions are primarily responsible for teaching, research, and academic service. Faculty positions are designed as follows:
- Professor
- Associate Professor
- Assistant Professor
- Lecturer
Faculty positions are administered through the Office of the Provost in Academic Affairs.
